Capital Expenditures Advisory Committee

This committee was created by ordinance in 1984 to try to predict major expenditures to the Town. Its charge is to recommend a one to five year plan for capital spending to the Board of Finance every year. The advisory group is made up of a member of the Board of Education, Board of Finance, Planning and Zoning and the First Selectman who serves as liaison for the group.

Dormant in the 90’s, the group was reconstituted in 2002 in anticipation of the capital acquisitions predicted by the current surge in new home construction. These capital expenditures are defined as non-recurring expenses greater than $5,000 with a life expectancy longer than seven years. The committee also considers the projected debt requirements that might be incurred by school construction, upgrades to the water treatment plant, a new public services and safety facility (highway, police and ambulance garage), and other major obligations facing the town. The Committee presents its findings and recommendations to the Board of Finance as part of the annual budgeting process
