Hours of Operation
The Building Office is open during regular Town Hall hours and residents and contractors are able to access forms even if the Building Official is not present. Complete the paperwork, leave it for review and the Building inspector will get back to you with fee amounts.
Town Hall hours:
Mon - Thurs - 8:00 am - 4:00 pm
Fri 8:00 am - 1:00 pm
The Building Inspector for the Town of New Hartford is MICHAEL (Mike) CARBONE.
He comes to New Hartford having years of experience as a builder himself, therefore, he is extremely familar with all aspects of construction.
Mike is a part time employee -mornings only; Monday through Friday. If you have a specific question - it is best to call ahead to see when he will be in the office (860-379-8830) due to the fact that inspections require him to be out of the office for a good part of the morning.
Permits (paperwork) can be completed any time during Town Hall office hours - Mike does not need to be present for a permit to be completed. However, NO WORK can be started without a SIGNED and APPROVED building permit.
Completing an application for a permit is not authorization to begin work. You MUST wait for your permit to be approved prior to starting any work.

The Building Official works with home owners, contractors, builders, and General Contractors for plan reviews, permits and on-site inspections to determine compliance with the Connecticut Building Code.
Before you decide to build or renovate, come in to Town Hall and this office will be happy to give you the help and information needed to comply with the building codes, zoning regulations, and inland/wetland regulations. This office cannot provide technical information or advice. It can however, steer you in a direction so that you can achieve your ultimate plan.
You can email the department for general inquires and contact only! However, do not expect an "instant response" -- Emails are attended to on a "as time permits" basis.
