The Safety Belt Law [SEC. 14-100a (c) (1)]: All drivers and front seat passengers who are not covered by the child restraint law must wear safety belts. Shall run between 4 and 16 years of age must use safety belts in the back seat. The driver is responsible for any passengers under the age of 16. Fines: First offense - $37.00 The Child Restraint Law [SEC. 14-100a (d)]: Any person who transports a child under the age of 4 weighing less than 40 pounds, must provide and require the child to use a child restraint system that meets all applicable Federal Motor Vehicle Safety Standards. Any person who transports child under the age of 4 weighing more than 40 pounds, must require the child to use a safety belt. Fines: First offense - $60.00 fine and mandatory attendance at a child car safety seat course Second offense - up to $199.00 fine and mandatory attendance at a child car safety seat course. Also, a possible 2 month License suspension of any person who fails to attend the course. Third and subsequent offense - Class A misdemeanor There has been some confusion in the interpretation of the Section 14-100a of the Connecticut General Statutes (Seat Belt and Child Restraint Law) One of the revisions in Public Act 94-52 was in the last sentence of Section 14-100a (c) (1). This change eliminated the words "front seat" making it applicable to any passenger four years of age or older and under 16, regardless of their location in the vehicle.
