For the October 1, 2012 Grand List

Personal Property Declarations for your New Hartford business or your unregistered motor vehicle in the town of New Hartford on October 1, 2012 must be filed with the Assessor between October 1 and November 1, 2012. Any filing received after that date is subject to a 25% penalty according to State Statute Sect. 12-42. All declarations must be completed, signed and returned or postmarked by that date.

Any person or business seeking the exemption provided under Connecticut State Statute 12-81(72) as amended for new and used manufacturing machinery and equipment must file form M-65 with the Assessor on or before November 1, 2012. Forms are available at the Assessor’s Office. Farm Exemption Applications (M-28) must be completed and returned by November 1, 2012.

 Veterans: Any Veteran entitled to the Veteran’s Exemption who has not already done so must file Honorable Discharge Papers (form DD214) with the Town Clerk by September 30, 2012.  Additional exemptions for qualified Veterans may be applied for before October 1st.

 Totally Disabled: Residents having a 100% disability under Social Security must present a letter of disability to the Assessor between October 1, 2012 and January 31, 2013. Residents who have already filed need not file again.

 PA 490: New and amended filing for land classification under PA 490 (farm, forest and open space) must be made with the Assessor between September 1st and October 31st, 2012. Certified Forester’s reports required for the forest exemption are due in the office by October 1, 2012.


If you have sold or junked a vehicle or moved out of state since October 1, 2010
you may receive a credit for your July 2011 motor vehicle bill if you submit proper paperwork as follows:

The Assessor's Office is open Mondays, Tuesdays, and Thursdays from 8:00 am - 4:00 pm, Wednesdays from 8:00 am - 6:00 pm, and Friday from 8:00 to noon. It is always best to call ahead. The certified Assessor is available by appointment, but is generally in the office all week.

Please remember that any revaluation is a "snapshot in time" to ensure that all residents are paying their fair share of taxes. It is an equalization process during which each property is valued at its fair market value (by statute) at a point in time to determine each taxpayer's portion of the budget.

Property Revaluation
Connecticut General Statutes require that revaluations be done every five years. Physical inspections must be done every ten years. New Hartford conducted a statistical Revaluation for the 2003 Grand List and has just completed a full physical revaluation for the October 1, 2008 Grand List.
